Verifies that non-admin users cannot create security groups in Microsoft Entra ID.
Why:
CIS M365 Foundations Benchmark v6 §5.1.3.2 (L1) requires that non-admin users cannot create security groups in Microsoft Entra ID. User-created groups can later be used for Conditional Access exclusions, app access lists, and SharePoint sharing, so unrestricted group creation increases the risk of inappropriate access.
